Chapter 2, Active Welfare Society.
1. Toward an active welfare society
Even though democratic lifestyles became common after the establishment of modern society, there were many women who lived breathlessly under abuse like the old times. This is the result of being alienated for a long time after the emergence of the paternal society.
For example, despite living in the Renaissance era formed by the idea of absolute uniqueness as an uncertain being, it can be understood from the fact that there was the right of first night until the 17th and 18th centuries due to the still disparaging of women.

And after liberation, domestic violence became a serious social problem as the small family system became common due to social turmoil, the Korean War, or the deepening process of capitalism.

1.1 A woman who became unhappy through the commercialization of human beings
As mankind went through the era of imperialism created by capitalism, women, half of mankind, recognized the dangers of non-welfare capitalism and made associations for de-capitalism.
In other words, capitalism demanded de-capitalism because women’s sex was first commercialized and threatened by violence as it commercialized humans. This can be understood in the following examples of what women were in in advanced capitalist countries.
“In the United States, 20-50% of murders occur in the home, 40% of murders occur in couples, 85% of them are reported to have been murdered by their wives being beaten, and 40% of female victims are killed by their husbands. It can be understood that more people are injured by violence by patriarchs or men than by accidents. Of course, as men are unable to give birth, sexual impulses that are physically advantageous are strong, and women today are relatively active in defending and sometimes attacking, resulting in more conflicts.
In addition, it is because incomplete democracy, in which capitalism, a mixture of paternalistic liberalism and maternal democracy, has allowed democracy to remain as a means as a procedural justice, is fueling conflicts between men and women.
In other words, although democracy based on maternal values should be solidified into a system in which wealth and motherhood are balanced, there is a cause of the monopoly of political power by father and child.

Therefore, it can be seen that a society based on a paternal distribution pattern is disadvantageous to women or the socially disadvantaged, and mass-produces the socially disadvantaged. In fact, as polarization was formed due to the development of advanced science and technology, the high unemployment rate created neoliberalism aimed at reducing welfare.
In addition, it is true that the more faithful to the nature of capitalism, the more neglected social welfare, and more women are flocking to the service industry. As a result, it can be seen that it cannot escape from the explosive increase in social costs such as welfare demand and security costs required due to moral corruption, family dissolution, and increased crime.
In other words, it becomes a state where no one can be responsible. This can be seen as a result of the inability of democratic politics based on maternal attributes to control economic liberalism inherent in paternal attributes.
Therefore, it can be seen that it is desirable to advance the capitalist distribution style (materialism) into the distribution method (mentalism) of mother democracy that enables the life of existence as it is known through historical experience that degrades humans.
In other words, it refers to a new distribution style in which the government pays mothers the surplus value created as an ‘upper and lower limit on ownership, ownership limit ceiling system’ for family welfare as allowances, as families, which are the basis of social organizations, play an important role in supporting society.
This can be said to be a system in which the government compensates for certain welfare labor such as maternal consideration, care, childbirth, parenting, health table, and cleanliness at home. This is called an active welfare state.
In any case, neoliberalism is similar in many ways to early capitalism, which was faithful to the properties of capitalism, as it seeks to realize a state at the level of a night view state. Of course, due to the exit of the Communist Party, the legitimacy of the capitalist system that cultivates greed, an exclusive possessive desire of humans, became more solid as a result of neoliberalism.

1.3 A woman who has developed her skills

1.4 The problem of Paternal distribution style

In other words, today’s global village era has become an era in which we need cooperation that respects differences in order to become a sustainable society, just like our proverb, ‘A piece of blank paper is easier to carry when lifted up by two people.’
Anyway, as a result of infinite competition, the polarization society of 20s and 80s claimed by Pareto (1848-1923), where the middle class disappeared, is undermining the human dignity spirit of modern society. This is because the Declaration of Human Rights of the Civil Revolution, which rejected the absolutistic polarization of the old era, was a declaration for the realization of a welfare society. In other words, polarization based on absolutism declared inconsistency with humans as rational beings.
In other words, philosophical relativism (humanism), the driving force of the civil revolution, expelled the absolute feudal system. Therefore, it can be seen that the polarization of Mammonism contradicts the spirit of the civil revolution as it is homogeneous with the polarization of absolutism in the old era.
Therefore, it can be understood that the spirit of the civil revolution is a complete democracy and is in the realization of an active welfare society. In any case, capitalism not only created polarization contrary to the will of the civil revolution, but also developed into neoliberalism that does not match the essence of democracy, such as tolerance, welfare, and decentralization.
This is because, even though a modern democratic society was established based on the human rights declaration of freedom, equality, and philanthropy, democracy, the ideal of mankind, remains as a means as a formal democracy for liberalism.
In other words, the liberal distribution style cannot be controlled by a democratic decision, a majority vote. In other words, as a procedural definition for liberalism principles, democracy is nothing more than a means.
Therefore, it can be understood that democracy is a politics for economic liberalism through disastrous historical experiences due to imperialism, the emergence of socialism, or polarization.

In other words, it is time for the maternal distribution style to play a role as the family’s sun by supervising welfare, which is a unique job for mothers.
1.5 The distribution form for ‘life of existence’(Minimalism)‘life of relationship’
Living in the era of high-tech science and technology, mankind is living in an era of infinite competition based on high-tech and specialization that requires high education. As a result, people are overloaded to survive.
In particular, many women live on a low income that makes it difficult to survive, let alone the quality of life, due to unskilled, low wages, and non-regular workers at the level of support of excellent men.
For example, women’s wages in 2004 announced by the National Statistical Office in Korea are 64.5% compared to men, 62.4% in 2009, and 67.7% in 2020, with low wages not improving, and employment is half as skilled as the whole.
Therefore, it can be expected that parents and children will continue to live in poverty. Therefore, it is true that industrialization has increased the number of jobs for women, but it can be seen that they remain at a low wage and low technology level that cannot be compared to men in terms of content.
Moreover, as polarization accelerates, women’s lives are becoming increasingly difficult due to the lack of budget for the protection of the socially disadvantaged. This is because as liberalism takes precedence over ownership guarantees, welfare for the protection of the socially disadvantaged is a subordinate priority.
For example, conflicts caused by infinite competition faithful to neoliberal principles can be understood by the fact that capitalist governments are unable to afford them due to astronomical and social costs and explosive welfare costs due to mass production of the poor.
And today, the government cannot solve the high unemployment created by facility automation and specialization in all fields. This is because high unemployment is inevitable in the neoliberal world that pursues infinite competition as high education, advanced technology, and expertise are needed to survive in the era of the Fourth Industrial Revolution today.

Therefore, it seems that there are many jobs due to loud propaganda, high buildings, huge industrial facilities, and shopping heaven, but in reality, the demand for labor is low.
The problem lies in the negligence of trying to find an answer in neo-capitalism, even though poor women today know that they are in a serious situation that they cannot be sold ethically even if they choose prostitution.
For example, it can be understood from the fact that they are not interested in establishing an active welfare society that reduces prostitution for livelihood only by cracking down on prostitution.
Therefore, in the case of the absolute poor, it would be nice if they could use their own body, the only property for survival, but it can be seen that a new maternal distribution style in which prostitution disappears fundamentally should be globalized.
In other words, today’s capitalist constitution was created based on natural legal ideas, but in capitalism, which justifies polarization, the human rights of the poor have no legal practical benefits like pie in the sky.

In other words, in order to realize an active welfare society based on a new maternal distribution style to ensure ‘natural legal ideology’ expanded in line with today’s global village era, the ‘ownership limit’ of ‘Mominism’ will become common. Of course, there is also a meaning of compensation for the consequences of social cooperation from ancient times.
Therefore, considering that capitalism fostered human greed and caused more over-competition than necessary, resulting in bad results such as human waste, resource depletion, environmental pollution, and food chain collapse, it can be seen that humanity must be restored with a new maternal distribution style.
2. Cultivation (enhancement) of centripetal force
The head of the household living in neoliberalism today has become in a position like a sandwich in the middle of tradition and reality. This is because a small number of chronically scarce high-quality human resources, investment finance experts, and executives of large companies become high-income earners, while small and medium-sized business managers and middle-class people are falling into low-income families.
This is also because automation has resulted in a high unemployment society, with a disproportionate supply of low-wage non-regular workers. In other words, even though it is difficult for the head of the household living in the era of the 4th Industrial Revolution to fulfill the responsibility of supporting, the social sentiment of predominance of men over women on the premise of supporting responsibility remains.

The problem is that despite the danger of losing a filial piety ideology centrality due to the dangerous society formed by the acceleration of polarization due to industrial concentration by transnational multinational corporations, it is not felt by capitalism that stimulates and fosters strong desire instincts.
In other words, in modern society, mothers could afford to accept maternal patience as a social virtue, but today, when they become a high unemployment society, women are more responsible for childbirth and livelihood, and want to abandon maternal love.
Therefore, it is necessary to replace the compensation for women’s social virtues with the establishment of an active welfare society, as emphasizing the social virtues of motherhood while in a patriarchal society can be seen as exploitation.
This is because non-welfare neo-capitalism serves as an excuse to justify family egoism, and in many cases excessive competition causes family exploitation. Therefore, it can be seen that post-capitalist maternal democracy is suitable as a new political and economic system consistent with ecologically democratic and welfare women.
In other words, the patriarchal system based on paternalism is losing its meaning for mankind living in the global era today. Therefore, like a public system in which anyone can become the head of a father or mother, a mother democratic system that respects each other as one axis along with the father and mother system is required.
In other words, it means that the system for realizing an active welfare society that recognizes domestic labor or service, which is not recognized as income in capitalism, should be globalized. There will be another argument on the economic side.
2.1 Post-capitalist orientation
In the case of the poor caused by capitalist polarization, prostitution is becoming a means of livelihood. In other words, as capitalism that commercialize humans fosters human greed, it is not only appearing as prostitution or rape, but also as humans themselves enjoy corruption and corruption and are degenerating horribly.

Of course, it is difficult to recognize that capitalism is a spiritual being by itself as it makes humans an ‘economic animal.’ Therefore, it can be seen that as a spiritual being, humans are suitable for the maternal distribution style that conforms to the essence of democracy. This is an economic democracy, which can be seen as similar to economic democratization.
Of course, capitalism, which has long been created in an absolutist climate, will be expelled as it transforms into the economic democracy required for the realization of an active welfare society demanded by the global era based on relativism.
In other words, it is time for newcomers to live a ‘life of existence’ by realizing an active welfare society consistent with the spirit of the civil revolution.
